Wolviston Group are recruiting for a Technical Compliance & Hard Service Manager to be based in Barnwood, Gloucester. This is a permanent, full time role working 40 hours per week, Monday to Friday 08:30 – 17:00. On offer is a competitive salary.

General Overview:

Reporting to the Senior Facilities Manager, the TCHS Manager has responsibility for:-

Compliance and the day to day operations of the fabric and M&E maintenance teams, including development of the contract and engineers.

Safely operating and maintaining all systems and associated equipment on site in line with current legislation.

Main Responsibilities / Attributes:

Maintaining a good working relationship with customer representatives and work in a manner which ensures that all aspects of the service agreement between my client and the customers are delivered with the requisite levels of professionalism.

Assisting in the delivery of these aspects in the Company Performance Contract as they relate to the site, including satisfying all the requirements of the Company and the contract with the Customer, in line with existing procedures, by:

  • Fulfilling site health, safety and environmental, quality and customer service targets.
  • Ensuring the safe and efficient operation of existing plant and equipment and diagnosing faults as required.
  • Safely and efficiently maintaining (or supervising the maintenance by third party contractors of) existing plant and equipment.
  • Safely and efficiently installing (or supervising the installation by third party contractors of) new plant and equipment.
  • Attending the site in response to significant breakdowns or failures of the equipment outside of normal working hours (escalation).
  • Being familiar with and understand the site contingency plans for dealing with emergency situations.
  • Conforming to company standards, rules and procedures.
  • Carrying out scheduled maintenance tasks, repairs and operations of equipment and services in accordance with best practice.
  • Ensuring that all third-party contractors that are requested to carry out work on site, do so in a safe and professional manner and abide by any company or site-specific procedures.
  • Ensuring that the Facilities Manager is kept informed of all aspects of safety performance, plant performance and customer’s circumstances that may impact upon the safe, efficient, reliable and cost-effective operation of the plant and smooth operation of the plant.
  • Being familiar with all Company and site procedures, which affect the candidate.
  • Assisting the Senior Facilities Manager in the completion of all administrative tasks identified by the Workplace Solutions quality systems or as required by the Customer.
  • Assisting in producing Method Statements and Risk Assessments.
  • Assisting with the planning of the statutory insurance inspections.
  • Reporting all incidents and accidents, including near misses.
  • Completing all administrative functions correctly and promptly, including detailed reports, MIR’s and quotations as required.
  • Carrying out Toolbox Talks and assist in the development of staff and training.
  • Being aware of the key financial targets for the site and, in conjunction with the Facilities Manager, carry out his responsibilities in the most cost-effective manner.
  • Seeking opportunities to enhance the Company’s relationship with its existing customers and develop business potential
  • Leading initiatives and carry out other duties and projects as delegated or instructed by the Senior Facilities Manager

The role requires the Technical Compliance and Hard Services Manager to assist the Senior Facilities Manager; to operate on a daily basis with self-autonomy, dealing with matters including SHEQ, personnel management, subcontractor management, contract management, budget control, engineering planning and delivery, and planned preventative maintenance.

The responsibilities will include:

Managing the engineering/fabric maintenance department to ensure PPM’s and reactive jobs are completed on time.

Lead site compliance with TM17

Oversee water treatment testing.

Knowledge of Mechanical and Electrical maintenance techniques.

Understanding of all relevant legislative and statutory requirements relating to the site.

Control and implementation of Safe Systems of Work.

Electrical LV AP controlling all isolations and works.

Electrical Fixed Wire Inspect & Test controlling all planning & certification.

Planning and controlling all Portable Appliance Testing.

Planning and controlling Thermal Imaging.

Health & Safety Control and reporting.

To assist the Senior Facilities Manager in the preparation of site budgets.

Take responsibility for controlling Engineering Bought in Costs for the site.

Prepare monthly reports to indicate main areas of spend for use in trending of information.


Primary trade qualifications and substantial experience within a building services environment are required. The following are desirable:

IEE Regulations 17th or 18th Edition

Legionella Awareness

AP12- LV Qualified

Health & Safety Awareness

Health & Safety IOSH Managing Safety (or equivalent)

2391 City & Guilds Inspection & Testing (or equivalent)

Construction Site Safety, SMSTS (or equivalent)

Proficient in use of IT software Word/Excel etc.

ILM Training Advantageous

Ability to effectively work under pressure

Ability to diagnose faults and recommend appropriate solutions

Ability to communicate at all levels both verbally and in writing

Ability to operate in a customer focused environment

Confident and positive

Reliable and Flexible

Able to work alone and Supervise a team of Technical operatives.
